Slumping Oregon economy could jeopardize big infusion of money, programs for Lincoln County schools
The Oregon Legislature passed and the Governor signed the $2 billion Student Success Act (HB 3427) in Spring 2019. This is a historic and much-needed investment in K-12 schools. Lincoln County School District could be able to access an estimated $4.55 million per year through a state application process.
School districts will be required to apply for funds. Districts must demonstrate engagement of the community in a needs assessment process prior to the application for funds. The needs assessment includes the District’s existing Continuous Improvement Plan (CIP) and an expanded public engagement process with multiple and diverse stakeholders.
Districts are allowed four broad uses for the grant proposals:
- Increasing instructional time
- Addressing student health and safety needs
- Increasing adults/decreasing class size
- Expanding well-rounded learning opportunities.
Programs must also meet students’ behavioral and mental health needs and increase academic achievement as well as reduce disparities among student groups.
Phase I community engagement sought input on what is working and what improvements are needed. A survey will be posted soon to this page and to our website and social media.

La Legislatura de Oregon aprobó y el Gobernador firmó la Ley de Éxito Estudiantil de $ 2 billones (HB 3427) en la primavera de 2019. Esta es una inversión histórica y muy necesaria en las escuelas K-12. El Distrito Escolar de Lincoln podría acceder a un estimado de $ 4.55 millones por año a través de un proceso de solicitud estatal.
Se requiere que los distritos escolares soliciten fondos y deben incluir a su comunidad en un proceso de evaluación de necesidades antes de la solicitud de fondos. La evaluación de necesidades incluye el Plan de Mejora Continua (CIP) existente del Distrito y un proceso de participación pública ampliado con múltiples y diversas partes interesadas.
Los distritos tienen cuatro usos generales para las propuestas de subvención:
- Incremento del tiempo de instrucción
- Abordar las necesidades de salud y la seguridad de los estudiantes.
- Aumento de adultos/disminución del tamaño de las clases
- Expandir las oportunidades de aprendizaje.
Los programas también deben de satisfacer las necesidades de salud mental y de conducta de los estudiantes y aumentar el rendimiento académico, así como reducir las disparidades entre los grupos de estudiantes.
La fase I de participación comunitaria buscará aportes sobre lo que está funcionando y las mejoras que se necesitan.
